While I voted against SJR 59 because I prefer this funding be handled in the regular budget, I think there are good arguments on both sides. While Texas has an ad valorem tax system, it currently does not have a capital gains tax. I oppose creating a capital gains tax in Texas and voted for SJR 18. I recommend you vote YES.
